The difficulty of parking in the city and the lack of charging piles for electric vehicles are the practical problems in your life and mine, which are also the concerns of the Prime Minister. At the executive meeting of the State Council on September 23, Premier Li Keqiang stressed that we should encourage the construction of parking facilities in cities, make up for the shortcomings of public goods, implement incentive policies, promote the construction of charging piles and release the effective demand for new energy vehicles.
Recently, the General Office of the State Council issued the Guiding Opinions on Accelerating the Construction of Electric Vehicle Charging Infrastructure, and deployed it to speed up the construction of electric vehicle charging infrastructure.
This new measure of expanding domestic demand and benefiting people's livelihood is particularly eye-catching, and the electric vehicle industry will usher in a spring of development.
First, why should we speed up the development of charging infrastructure for electric vehicles? At the recent policy briefing of the State Council, Zheng Jianjie, deputy director of the State Energy Administration, introduced that by the end of last year, 780 charging and switching power stations and 31,000 AC and DC charging piles had been built. But at present, there are still many problems in the construction of charging infrastructure. Generally speaking, the construction speed is relatively lagging behind. It has become a short board for the promotion and application of new energy vehicles.
Vigorously promoting the construction of charging infrastructure and solving the charging problem of electric vehicles is an important guarantee for the development of new energy automotive industry. It is of great significance for creating a "dual engine" of mass entrepreneurship, innovation and increasing public products and public services, achieving stable growth, adjusting structure and benefiting people's livelihood.
Second, how to develop charging infrastructure construction "Opinions" made specific requirements for the construction of electric vehicle infrastructure from five aspects. Target 1: By 2020, we will basically build an intelligent and efficient charging infrastructure system with piles to meet the charging needs of more than 5 million electric vehicles. The construction process should be moderately advanced and orderly. According to the requirement of "Pile Station First", according to the scale and layout determined by the plan, the construction should be promoted in an orderly and classified manner to ensure that the construction scale is moderately ahead of schedule. 2. Strengthen construction efforts. The requirements of different types of charging facilities, such as user's residence, parking lot within the unit, public service area, urban public charging facilities and intercity fast charging network, are clarified. In principle, 100% of new residential parking spaces should be equipped with charging facilities or reserved construction and installation conditions. The proportion of parking spaces for large public buildings and public parking lots should not be less than 10%, and at least one public charging station should be built for every 2000 electric vehicles. Encourage the construction of mechanical and three-dimensional parking and charging integrated facilities with less land occupation, low cost and quick effect. In the construction of charging facilities in residential areas, enterprises such as charging services and property services are encouraged to participate in the construction and operation management of charging facilities in residential areas, to carry out unified parking space transformation, to directly handle the formalities of loading and receiving electricity, and to charge users appropriately in accordance with relevant laws and regulations. Government organs, public institutions, enterprises and institutions that are qualified should plan and construct special parking spaces and charging facilities for electric vehicles, taking into account the renewal plan of electric vehicles and the demand of employees for purchasing and using electric vehicles. For electric vehicles in public service areas such as public transport, sanitation, Airport commuting, etc., which run on fixed-point and fixed-line, priority should be given to the construction of charging facilities at parking stations according to line operation requirements, and the construction of independent fast charging stations and power exchange stations along the way should be reasonable. The construction of public charging facilities should be promoted step by step from the city center to the edge and from the priority development area to the general area. Priority should be given to the construction of public charging facilities in large shopping malls, supermarkets, sports venues and other buildings, as well as public parking lots such as transportation hubs and parking and transfer (P+R). Make full use of the parking space of expressway service area to construct Intercity Express charging station. Priority should be given to the construction of inter-city fast-charging networks in Beijing, Tianjin, Hebei and Shandong, Yangtze River Delta and Pearl River Delta regions. 3 to perfect the service system, we should build a platform for charging intelligent services, establish a mechanism for interconnection and provide access services for supporting power grids, and encourage enterprises to use "Internet +" to innovate the mode of business cooperation. We should vigorously promote the "Internet + charging infrastructure", improve the level of charging service intelligence, enhance operational efficiency and user experience, and promote two-way interaction between energy and information between electric vehicles and smart grid. All localities should incorporate the construction and renovation projects of charging infrastructure supporting power grids into the special planning of distribution network, and provide support in the aspects of land use guarantee and corridor passage.  Encourage the exploration of the development mode of the combination of large-scale rechargeable power stations and commercial real estate, and guide shopping malls, supermarkets, cinemas, convenience stores and other commercial places to provide auxiliary charging services for users. 4. Strengthening support guarantee requires simplifying the procedures for approval of charging infrastructure planning and construction, improving the fiscal price policy, broadening the channels of multi-financing, and intensifying land use support and coordination. In accordance with the requirements of simplifying administration and decentralizing power, combining release and management, and optimizing service, all localities should reduce the approval link of charging infrastructure planning and construction, and speed up the processing speed. Individuals who install charging facilities in their own parking garages and parking spaces and existing parking spaces in residential areas and units need not apply for construction land planning permits, construction project planning permits and construction permits. In the construction of urban public parking lots, there is no need to handle construction planning and construction permits for charging infrastructure such as charging piles. The newly built centralized recharge and replacement power station with independent land occupation shall conform to the urban planning, and handle the construction land planning license, the construction project planning license and the construction license.
